Executive Committee
Purpose
To serve as the oversight committee of all standing and ad-hoc committees and as the official authority for the Workforce Investment Board in all matters presented to the Board. Members include officers and committee chairs.

Continuous Improvement/Management Excellence
Purpose
Examines the activities of the Illinois workNet Center and the represented partners; to provide guidance to the Southwestern Illinois workNet in regard to the mission and vision of the Workforce Investment Board (WIB); provide assurance that the performance of the Workforce Investment Act (WIA), and the Title I programs, are routinely examined; that the Title I administrative entity is fulfilling the requirements of the Workforce Investment Act; and, that all partner program performance is monitored at least annually to insure that quality programs and services are delivered to the customers at the SW Illinois workNet Centers
Goals and Objectives
- Annual review of the Memorandum of Understanding (MOU) and revise when necessary
- Annual review/update of the Illinois workNet MOU Cost Allocation
- Provide cross-training to Illinois workNet staff
- Market the Illinois workNet website and centers, in coordination with the Marketing Committee
- Assist with the promotion of the Virtual Video Interviewing System

Marketing Committee
Purpose
To create a consistent flow of information to the Workforce Investment Board members, employers and local media
Goals and Objectives
- Develop an electronic newsletter to share with Chambers of Commerce with hard copies to businesses and media
- Develop a three (3) year Marketing Plan prior to 2008
- Work with the WIB to promote its vision
- Markets the Annual Report and Great River Workforce Development Corporation’s (GRWDC) Scholarship Fund

Membership and Management
Purpose
To assist the Local Elected Officials with the establishment and maintenance of a Local Workforce Investment Board that meets the requirements of local, state, and federal guidelines.
Goals and Objectives
- Annually recommends a slate of officers to the full membership
- Guides the Workforce Investment Board in its general management as well as the management of its committees
- Assures that WIB members are kept informed of all state and local issues pertaining to workforce development
- Maintains an active membership
- Assures continuance of the annual awards banquet
- Oversees the production of an annual report in cooperation with the Marketing Committee
- Periodically reviews WIB strategies
- Develops a WIB member orientation plan for new members.

Youth Council
Purpose
To assist eligible youth in the counties of Madison and Bond. The Board, in cooperation with the Local Elected Official, appoints the Youth Council.Youth Council membership includes Workforce Investment Board members, representatives from business, youth service agencies, public housing authorities, parents of eligible youth, law enforcement representation, and the Job Corps program.
Goals and Objectives
- Advise on the portions of the Board’s local plan relating to eligible youth
- Recommend youth providers for grant awards or contracts for youth activities
- Conduct oversight of providers
- Coordinating youth activities as authorized under the Workforce Investment Act
- Assist youth in achieving a diploma through marketing, recruitment, sponsoring/mentoring the E-Learning Project

Supporting Economic Development Committee
Purpose
To assist in connecting workforce programs and services to local economic development initiatives in order to enhance both the local workforce and local economy.
Goals and Objectives
- Identify catalysts to generate a more robust entrepreneurial climate throughout the region to create new jobs, easier access to startup capital and higher success rates among startup companies
- Support and assist in the planning of an annual Entrepreneurial Summit
- Nurture a climate to promote entrepreneurs in Southwestern Illinois and strengthen existing businesses
- Identify ways to reduce regional “brain drain”
- Actively encourage professionals to return to the area
- Address a growing shortage of healthcare professionals

Great River Workforce Development Corporation
Purpose
Formed in 2004 and organized exclusively for charitable and educational purposes under Section 501(c)(3) of the Internal Revenue Code.
Goals and Objectives
- Take a leadership role in advocating, planning, evaluating, and developing local workforce resources in order to enable individuals and businesses to reach their full potential
- Ensure the integration of employment and training services in Madison and Bond counties
- Identify and pursue funding sources pursuant to the functions and duties of the Workforce Investment Board
- Establish/Manage educational scholarship for graduating high school seniors
- Advance the principles of the Southwest Illinois Economic Development Region and goals of the Workforce Investment Act of 1998
